Hotel Swimming Pools and Public-Access Buildings: A Guide for Architects and Hoteliers

A successful hotel pool is designed as a service to be operated, not merely as a basin to be installed. The specifications must combine customer experience, safety, water quality, integration into the building, and maintenance. Stainless steel can provide a relevant architectural and constructive solution; on its own, however, it does not guarantee health compliance or structural validation.

This guide helps architects, project owners, and hotel management organize decisions before consulting with contractors. It primarily concerns projects in France. Operations abroad require verification of the local framework, even when equipment is designed in France.

What should a hotel pool program contain?

Start with the intended uses: swimming, relaxation, wellness circuits, or a combination of functions. Specify whether access is reserved for residents or open to outside clientele, as well as the establishment's capacity. A basin reserved for hotel guests is not, however, a residential family pool.

The average number of users is not enough. Describe peaks, slot bookings, closure periods, and potential private rentals. The comfortable capacity desired by the hotel and the regulatory limits must be reconciled; one does not replace the other.

Information to be provided to the pool designer
Category Expected information Influenced decisions
Clientele and service Residents, outside visitors, children, bookings, and hours. Circuit, capacity, monitoring, and operation.
Aquatic program Swimming, relaxation, massage, depth, temperature, and planned equipment. Geometry, hydraulics, and technical requirements.
Building Plans, structure, levels, access, networks, and surroundings. Layout, supports, logistics, and acoustics.
Operations Team, internal or outsourced maintenance, possible shutdown periods. Technical accessibility, training, and organization.
Architectural objective Atmosphere, views, finishes, overflow, or transparency. Details, interfaces, and level of design study.

Plan the complete circuit: changing room, shower, beach access, entering the water, resting, and returning. Technical areas and service circulation must be studied with as much precision as the view from the rooms. A design that is attractive but difficult to clean or maintain will remain a constraint throughout operations.

ERP and health regulations: what are the differences to understand?

ERP (Établissement Recevant du Public) refers to a building open to the public; it is not a basin certification. The classification of the building and its activities determines fire safety and accessibility rules. The project owner and their team must identify the procedures applicable to the works. The steps are presented by Service Public Entreprendre.

The health regulations regarding water constitute another aspect. They depend on the installation and actual usage: swimming pool, hot tub, individual basin without jets, footfall, and the nature of the establishment. Presenting a tank as "ARS-approved" does not demonstrate that the entire project, its treatment, and its operation meet applicable requirements.

What framework to consider in 2026 for a 2027 opening?

As of September 28, 2026, the order of December 19, 2025 sets the technical provisions for pools within its scope. The file must therefore be established based on the current framework, not simply by adopting old 1981 requirements.

The order of June 23, 2026, regarding monitoring enters into force on January 1, 2027. Its Article 4 provides for a deferred entry into force on January 1, 2030, in territories covered by Article 73 of the Constitution. A hotel preparing for an opening in 2027 must anticipate the procedures applicable to it, without presenting all new provisions as already in force in September 2026.

The best reflex is to confirm the classification, procedures, and monitoring program with the competent stakeholders, including the ARS (Regional Health Agency) for health aspects. The official information for operators helps prepare for this discussion. An online summary does not replace a review of the specific case file.

Which technical interfaces must the architect coordinate?

A basin cannot be studied in isolation. Establish a responsibility matrix to avoid gray areas: support, reservations, peripheral waterproofing, connections, drains, and testing. Each scope limit must have an identified responsible party.

Interfaces to be locked down before execution
Interface Point to resolve Expected document
Structure and supports Loads of the filled basin, users, equipment, and load path. Structural validation and coordinated support plan.
Hydraulics and treatment Circulation, filtration, disinfection, sampling, and draining. Diagrams, sizing notes, and manuals.
Air and thermal Humidity, condensation, comfort, and interactions with neighboring rooms. Study of environments and necessary installations.
Electricity and automation Power supply, protections, interconnections, and safety controls. Electrical dossier established by competent parties.
Architecture and maintenance Decks, access, hatches, water drainage, and equipment replacement. Execution details and required clearances.
Acoustics Airborne noise, vibrations, and proximity to guest rooms. Specifications and control points adapted to the building.

For rooftops, the relative lightness of a tank does not neutralize the weight of the water. In basements, the movement of modules and future machinery replacement must be anticipated. Consult our dossier on rooftop stainless steel pools to examine this coordination logic.

Why consider a stainless steel pool in a hotel?

Stainless steel allows for the design of shapes and details suited to the project, with interesting assembly possibilities where access is constrained. The selection of grade and finish must, however, respond to the service environment. IMOA emphasizes the importance of proper specification for the performance of stainless steel projects.

The value for the hotel lies in a project response: adaptation to dimensions, detailing of benches and stairs, visual continuity, and surface cleanability. It should not be presented as a maintenance-free solution, a guarantee of uniform lifespan, or a replacement for health treatment.

At the Oceania Lille Hotel, the pool was integrated into the former vault room of a bank. Modules adapted to the access points were assembled and welded on-site. This realization illustrates how the constructive method can respond to the existing building, without promising that every project will be feasible with the same phasing.

How to prepare for operations before filling the pool?

Involve the technical management and the teams who will actually use the installation early on. Who carries out the checks? Who decides on a closure in the event of an anomaly? Where are the manuals kept? Who can intervene when the usual manager is absent? These questions are part of the project.

Automatic regulation is an aid, not a transfer of responsibility. The monitoring program must specify the controls, traceability, analyses, and corrective actions corresponding to the applicable framework. The ARS Occitanie specifically reminds operators of the need to organize internal management and water monitoring.

Documents and provisions to prepare for the operations team
Deliverable Operational utility
Up-to-date manuals and diagrams Understanding circuits, components, and authorized settings.
Adapted health program Organizing measurements, analyses, logs, and actions in case of deviations.
Maintenance plan Identifying operations, stakeholders, parts, and scheduled shutdowns.
Training and handover Enabling designated staff to operate the installation.
Access rules and information Make the operation understandable for staff and guests.

Planned shutdowns must be adapted to the facility, obligations, and manuals. A fixed duration identical for all hotels does not make sense. Instead, plan for intervention windows, guest communication, and a degraded operating mode whenever technically and regulatorily possible.

How to organize a hotel construction site and its acceptance?

On an occupied site, establish delivery routes, storage areas, protective measures, noisy hours, and separations between the work site and clientele. Prefabrication can contribute to controlled phasing, but it does not eliminate on-site connections, checks, and testing. The opening date must include these stages.

Define acceptance criteria before ordering: dimensions and finishes, leak testing, hydraulic operation, adjustments, safety, documentation, and training. The pool may look finished visually even though the installation is not yet ready to be operated.

Frequent questions from hoteliers and architects

Is a pool reserved for residents considered private in the family sense?

No, restricting it to hotel guests is not enough to place it in the family category. The applicable regime depends on the establishment and its usage, to be confirmed for the file.

Is there a grade of stainless steel that is automatically compliant for public access buildings (ERP)?

No. Compliance is verified based on the building, the installation, and the operation. A steel grade does not replace studies or the operator's obligations.

Can a pool be installed on a hotel roof?

Yes, after validation of the structure, supports, access, networks, and other constraints. Feasibility is not determined solely by the mass of the empty tank.

Can work be carried out without closing the hotel?

This depends on flow separation, nuisances, safety, and interfaces. Phasing can limit disturbances; closure should not be promised before a study is conducted.

What does the January 1, 2027 deadline change?

The new June 23, 2026 decree on monitoring comes into effect, with a specific calendar for overseas territories. Monitoring procedures and operator organization must be verified for the type of pool concerned.

When should the pool specialist be involved?

As soon as the layout and uses are taking shape, before freezing structures, reservations, and technical rooms. This allows for the comparison of solutions that are truly integrable.
